Canonical staging_check run inside orchestrator-staging container
(ORCH-048). Exit code 1: branch never appeared in sandbox (C9a) and
analyst job never enqueued (C9b). staging_status: FAILED → rollback
to development per ORCH-35.

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
